I ask because selling 70 million barrels of oil via a oil swap program amounts to introducing 3 1/2 days worth of supply into the marketplace, via a mechanism that can only release 4 million barrels a day/or 20% of our daily usage. Furthermore since our oil refineries are running at or near full capacity, and the oil companies have to pay back the oil anyway I don’t see how this will have much of an effect on gas prices.
